Add a redirect from the deleted article to the JavaScript AI developer overview. The linked sample repository (Azure-Samples/azure-openai-assistant-javascript) is dormant and was not archived; archival is a separate follow-up decision. Retire Python chat scaling with Azure API Management article (#9530) Retires the Python 'Scale OpenAI with Azure API Management' get-started article and removes its now-orphaned include files. The underlying sample (Azure-Samples/openai-aca-lb) was archived in a security review of code samples. Mirrors the Container Apps scaling retirements in #9518 (Python) and #9524 (JavaScript).
