Add Launch mode prerequisites and rename article to match Managed mode (#318707) * Add Prerequisites section with Launch mode preview feature flags Document that Microsoft.AzureFleet/Mode and Microsoft.AzureFleet/VmssLaunchPad must be registered on the subscription before creating a Launch mode fleet. Includes Azure CLI, Azure PowerShell, and Azure portal registration steps. Update the two cross-references that used the old title as link text. TOC.yml already reads "Launch mode (Preview)" and needs no change. The filename is unchanged, so no redirect is required. Docs: Fix Azure Compute Fleet quota section Removes an unenforced '500 fleets per region' limit and a mislabeled '100,000 VMs per region' aggregate that do not exist in the service. Clarifies Compute Fleet does not impose a fleet-count limit and does not change underlying Azure VM/vCPU quotas.
