Highlight third-party SIEM support (QRadar, Splunk) for Azure Local (#21184) * Highlight third-party SIEM support on Azure Local security features page Add a "Third-party SIEM integration" subsection to the security features concept article. It clarifies that Azure Local can forward security events to any syslog/CEF-capable SIEM, including third-party (non-Microsoft) solutions such as IBM QRadar and Splunk. The subsection emphasizes disconnected deployments, where cloud-based services like Microsoft Sentinel aren't available and a customer-managed, on-premises SIEM is required. Vendor links use aka.ms redirects so their targets can be updated independently of the docs. Also add an "About security features" entry to the Disconnected operations TOC branch so this guidance is reachable from that deployment track.
