* Add What's new and Known issues for Multi-rack ALRS 1.3, 1.4, 1.5
Adds two new articles under azure-local/multi-rack/:
- multi-rack-whats-new.md: Business-value features for ALRS 1.3, 1.4, and 1.5
- multi-rack-known-issues.md: Customer-facing fixed and known issues per release
Content follows the hyperconverged azure-local/whats-new.md and known-issues.md structure with moniker blocks. Placeholders azloc-2605/2606/2607 are used pending finalization of the multi-rack moniker set (flagged with HTML comments). Release build/version strings and dates are marked as TODOs for PM confirmation.
Also adds a Release notes node under Multi-rack deployments in azure-local/TOC.yml.
* Split ALRS 1.4 and 1.5 known issues into new + carried-over sections
Adds explicit 'Known issues from previous releases' subsection to the ALRS 1.4 (azloc-2606) and 1.5 (azloc-2607) moniker blocks. Each subsection includes a disclaimer noting the items are carried over from earlier releases.
- ALRS 1.4: 11 new-in-release items + 32 carried over from 1.3
- ALRS 1.5: 23 new-in-release items + 33 carried over from 1.3/1.4
Also re-adds bugs 27783182 (VM excessive memory timeout) and 27933232 (NodeFailure handler restarts user-stopped VMs) to 1.4's carried-over section. Both remain unresolved in the source wiki bug view for 1.4.

* Apply Learn Authoring Assistant grammar tweaks to known issues
Kept: 'a user has stopped' -> 'a user stopped' in the Node Failure known-issue rows for 1.3 and 1.4.
Reverted: frontmatter title changes that violated Learn style (Title Case on known-issues; trailing '?' on whats-new).

whats-new.md:
- Rewrite intro to match reference article pattern
- Trim/genericize feature descriptions; add links to existing multi-rack articles where they exist
- Consolidate portal parity items into a single 'Azure portal' bucket
- Rename bucket 'Runtime update visibility' -> 'Update management'
- Rename bucket 'AKS enabled by Arc on multi-rack deployments' -> 'AKS enabled by Azure Arc'
- Drop internal 'NC 4.11/4.12 runtime' references and internal component names (VMC, credential manager, etc.)
- Drop 'ALRS' codename; use 'multi-rack' or bare version numbers matching reference 'in 2607' pattern
known-issues.md:
- Drop 'customer-facing' from all table intro sentences (matches reference)
- Prose 'HCI VM' -> 'Azure Local VM' (product rename)
- Split 'Known issues' into 'Known issues' (new) + 'Known issues from previous releases' (carried over), with disclaimer sentences, for 1.4 and 1.5 moniker blocks
- Convert third-person 'customer(s)' / 'user(s)' to second person 'you/your' (or 'people' for accessibility)
- Drop 'ALRS' codename throughout (section headers, TODO comments, prose)
- Feature column: Portal -> Azure portal (17 rows); reclassify 'CLI' rows by affected feature (Azure Local VMs, HAKS, Networking) per reference pattern
- Fix 'Consumer Storage Network' typo -> 'Cloud Services Network (CSN)'
- Remove internal prose references (Nexus VM/portal/cluster -> Azure Local VM/Azure portal/cluster)
- Expand acronyms on first use per moniker block: NAKS, HAKS, CSN, VNF, CSI, NFS, PVC, SDN
