There is no command called "Restore-AzStorageBlob" and as per the ADLS documentation https://learn.microsoft.com/en-us/azure/storage/blobs/soft-delete-blob-manage#restore-soft-deleted-blobs-and-directories-by-using-powershell we should use Restore-AzDataLakeGen2DeletedItem instead
