Update Microsoft Privacy Statement links to evergreen fwlink (#16554) * Update Microsoft Privacy Statement links to evergreen fwlink ## Summary Replaces the legacy hardcoded privacy statement URL `https://privacy.microsoft.com/privacystatement` with the evergreen, locale-aware fwlink `https://go.microsoft.com/fwlink/?LinkId=521839` in two documentation sources: - `docs/security/security-scenario.md` (line 101) — "Microsoft Enterprise Privacy Statement" link in the Compliance section. - `docs/database/sql/copilot-faq.yml` (line 49) — "Microsoft Privacy Statement" link in the Copilot FAQ. Link text is unchanged in both files; only the URL target changed. ## Prompting Intent The engineer asked which Markdown source file backs the Compliance section of https://learn.microsoft.com/fabric/security/security-scenario#compliance, then asked to update the "very old" `https://privacy.microsoft.com/privacystatement` URL to `https://go.microsoft.com/fwlink/?LinkId=521839`. When asked about scope, the engineer chose to update both affected docs files and to leave `ThirdPartyNotices.md` untouched as legal boilerplate. ## Linked Sources - Affected published article: https://learn.microsoft.com/fabric/security/security-scenario#compliance - Existing in-repo precedent for this fwlink: docs/cicd/git-integration/intro-to-git-integration.md (line 43) - Learn contributor guidance on link style (no hardcoded `en-us` locale segment): repository Copilot instructions ## Rationale The fwlink form was chosen over pinning a fresh direct URL because it is maintained by Microsoft and resolves to the correct locale for each reader (verified: HTTP 302 to `https://privacy.microsoft.com/en-us/privacystatement`). A direct link would either hardcode `en-us`, which the repo link guidance discourages, or risk breaking again the next time the privacy statement moves. `ThirdPartyNotices.md` was deliberately excluded: it reproduces third-party and legal boilerplate where the original wording and URLs should be preserved verbatim. No `ai-usage` front matter was added and `ms.date` was not bumped, because the Learn-wide guidance exempts changes confined solely to link URLs from the `ai-usage` disclosure requirement, and no prose was revised. Verification: `git grep` confirms zero remaining `privacy.microsoft.com/privacystatement` references under `docs/`, and `copilot-faq.yml` still parses as valid YAML.
